VisiToll is developing a technology-enabled mobility-funding concept for communities where visitor traffic creates real service and infrastructure costs but conventional parking revenue is limited, fragmented, or expensive to administer.
The municipal problem
Small destination communities can absorb road wear, congestion, sanitation, emergency-service, public-space, and administrative costs from visitors whose spending does not consistently fund those obligations.
Parking programs capture only a portion of activity. They depend on available inventory, payment compliance, enforcement, equipment, and staff—and may miss visitors who pass through or park outside controlled areas.
Proposed model
Establish the lawful purpose, rate structure, use of funds, exemptions, appeals, and oversight.
Use approved recognition infrastructure at defined access points without requiring a physical toll booth.
Design resident, worker, service, emergency, accessibility, and other locally appropriate exemptions.
Reconcile transactions, publish program reporting, minimize retained data, and audit system performance.
Technology pathway
Metropolis describes a recognition platform combining computer vision, machine learning, proprietary hardware, software, and secure data systems to enable payments and access in the built environment.
VisiToll is pursuing a use agreement to evaluate whether that technology can support a lawful, privacy-conscious municipal mobility model. No partnership, license, deployment, or municipal authorization should be inferred unless the relevant agreements and approvals are completed.
Pilot gate
A responsible pilot would require municipal sponsorship, transportation and public-finance counsel, corridor authority, public process, technology and payment agreements, privacy and security controls, exemptions, signage, dispute procedures, and defined measures of success.
